My eye lids get very dry and flakey. How do I prevent or get rid of this?

I have a dark Mediterranean skin tone and above my eye-lids, it is purple-ish and very flaky and dry. If use Vaseline, I get really itchy around there and it only works for about 30 minutes. So what can I do to sop or prevent the problem around my eyes? It is really annoying.
