Why is it when i give my dog a bath and when she gets dry flaks appear on her furr?

is it the shampoo im using because i make sure that i take all of the sop of of her when im done or can it be that the shampoo im using makes her skin dry? shes a german shepherd and the shampoo im using is Grreat Choice� Oatmeal Enhanced All Purpose Conditioner
