You need to get the carpet and pad out rent a shampooer and clean both sides of the carpet and let dry for a couple of days.You will need new padding because you really cannot clean it as it will fall apart!. The subflooring needs to also be cleaned scrub it with bleach and then buy a mold cleaning product such as MOLDEX to neutralize it. You then need to have everything completely dry before reinstalling. If you own the home you may be able to claim on you insurance! Good Luck
